Milwaukee City Treasurer Spencer Coggs won a crowded Primary and a General election to become the first African American elected to a citywide executive office in Milwaukee. Spencer Coggs won by running a two pronged campaign, focusing on turning out African American voters and targeting persuadable voters in the blue collar wards on the Milwaukee Southside.
